Employment First: A National Movement
Employment First is a policy framework that establishes competitive integrated employment as the first and preferred outcome for individuals with disabilities who receive publicly funded services and supports. It is rooted in the belief that all people, regardless of the nature or severity of their disability, can work in the community.
What Is Competitive Integrated Employment?
Competitive integrated employment means working alongside non-disabled peers, earning at least minimum wage (often significantly more), and having the same benefits and advancement opportunities as any other employee. It is distinct from sheltered workshops or subminimum wage programs.
The Business Case for Inclusion
Employers who embrace inclusive hiring consistently report:
- Higher employee retention rates and lower turnover costs
- Increased team morale and workplace culture improvements
- Access to a loyal, dedicated, and motivated workforce
- Enhanced reputation and community goodwill
Supports That Make It Work
Job coaching, customized employment, and workplace accommodations are the tools that help individuals with disabilities succeed on the job. Many of these supports are funded through vocational rehabilitation and Medicaid waiver programs at no cost to the employer.
How You Can Advocate
Individuals, families, and organizations can advance Employment First by contacting state legislators, supporting inclusive businesses, and spreading awareness about the capabilities and contributions of workers with disabilities.
