Vocational Rehabilitation, Explained
Vocational rehabilitation (VR) is a nationwide system of state programs that helps people with disabilities prepare for, obtain, and keep meaningful employment. Every state runs a vr agency — sometimes called the department of vocational rehabilitation, division of vocational rehabilitation, or office of rehabilitation services — but they all share the same core mission.
What Does a VR Agency Do?
A VR agency provides individualized services designed around each person's strengths, interests, and the local job market. Common services include:
- Career counseling and vocational assessment
- Job training and skill development
- Assistive technology assessments and workplace accommodations
- Job placement and on-the-job support
- Transition services for students moving from school to work
Who Qualifies for VR Services?
To be eligible, you generally must have a physical or mental impairment that creates a substantial barrier to employment, and you must require VR services to achieve a work outcome. If you can benefit from services and want to work, you likely qualify. Eligibility begins with an application and a determination by a counselor.
The Individualized Plan for Employment
Once you are found eligible, you and your VR counselor create an Individualized Plan for Employment (IPE). The IPE is a written roadmap that spells out your employment goal and the specific services, training, and supports you will receive to reach it. You are an active partner in designing this plan.
How to Find and Apply to Your State VR Agency
Because VR is administered state by state, the name and website differ by location — you may see division of rehabilitation services, office of rehabilitation services, or similar. To get started, search for your state's vocational rehabilitation agency, contact the nearest office, and request an application. A local disability advocacy organization can also help you navigate the process.
